Deklarasi Djuanda, yang diproklamasikan pada 13 Desember 1957 oleh Perdana Menteri Indonesia, Djuanda Kartawidjaja, menjadi salah satu titik balik dalam sejarah maritim Indonesia. Sebelum Deklarasi Djuanda, aturan yang mengatur wilayah perairan Indonesia masih didasarkan pada Ordonansi Hindia Belanda 1939, atau yang dikenal sebagai Territoriale Zeeën en Maritieme Kringen Ordonantie 1939 (TZMKO 1939). Prof. Mochtar memainkan peran krusial dalam merancang Rancangan Undang-Undang (RUU) Wilayah Perairan Indonesia dan Lingkungan Maritim, yang ditujukan untuk menggantikan Ordonansi 1939. Metode ini diadaptasi untuk Indonesia dengan memperluas laut teritorialnya hingga 12 mil laut.

Pada 13 Desember 1957, Indonesia secara resmi mengumumkan Deklarasi Djuanda kepada dunia. Deklarasi ini menegaskan bahwa laut di sekitar, antara, dan di dalam kepulauan Indonesia merupakan satu kesatuan wilayah kedaulatan NKRI. Deklarasi ini menjadi fondasi penting dalam upaya memperkuat kedaulatan Indonesia dan mengubah cara pemerintah mengelola wilayah perairannya.
