Pemerintah Klaim Program Biodiesel Sawit TUAI BERBAGAI Manfaat
Selama tahun 2022 lalu penerapan mandatori campuran biodiesel 30% ke minyak solar atau disebut B30, telah sukses dilakukan, dalam hitungan Kementerian Koordinator Perekonomian (Kemenko), implementasi kebijakan ini mampu menyerap lebih dari 10,5 juta kiloliter.
Sehingga mampu menghemat devisa sekitar US$ 8,34 miliar atau setara lebih dari Rp 122 triliun. Program B30 juga menyerap tenaga kerja lebih dari 1,3 juta orang serta pengurangan emisi Gas Rumah Kaca sekitar 27,8 juta ton CO2.
Nah untuk tahun 2023, pemerintan telah menetapkan program B35 dengan melibatkan dukungan program biodiesel yang meliputi kecukupan pasokan, program insentif dari sawit berupa pungutan ekspor CPO dan turunannya yang dikelola oleh Badan Pengelola Dana Perkebunan Kelapa Sawit, serta monitoring dan evaluasi secara berkala.
Deputi Bidang Koordinasi Pangan dan Agribisnis Musdhalifah Machmud mengharapkan, semuanya bisa bergabung bersama-sama solid dalam menjalankan kebijakan Pemerintah untuk mendukung kebijakan-kebijakan terkait implementasi B35.
“Bukan hanya energy mix, namun juga untuk mendukung penciptaan lapangan kerja baru, menciptakan penurunan emisi gas rumah kaca, melakukan save terhadap devisa negara untuk pemulihan energi fosil dari luar, kita juga menjalankan energi biru untuk rakyat kita agar bisa menghirup udara yang lebih baik,” ungkapnya dalam keterangan resmi diterima InfoSAWIT, belum lama ini.
Sementara diungkapkan Sekjen Serikat Petani Kelapa Sawit (SPKS), Mansuetus Darto, kebijakan peningkatan mandatori biodiesel sawit tersebut dianggap gegabah tanpa ada evaluasi yang serius sehingga sama sekali tidak menyelesaikan masalah tata kelola sawit di Indonesia. Menurut pihak SPKS, kebijakan tersebut dianggap sebagai bentuk respon Pemerintah Indonesia terhadap kebijakan Uni Eropa yang dinilai diskriminatif dan proteksionis, yang dalam pandangan petani sawit SPKS sangat berlebihan.
Peningkatan kebutuhan sawit di dalam negeri terutama untuk energi melalui program B35 justru tidak relevan dengan upaya perbaikan tata kelola yang sedang berlangsung serta apa yang menjadi konsen EU dalam regulasi terbarunya.
Namun demikian pihak petani sawit SPKS tetap mendukung terhadap upaya perluasaan hilirisasi minyak sawit dalam negeri dengan tujuan untuk membantu stabilitas dan harga bahan baku yang layak dari petani.
“Akan tetapi, dalam catatan kami di SPKS sejak program mandatori Biodiesel secara bertahap B20 hingga B30 yang berlaku hingga saat ini belum berkontribusi pada peningkatan harga Tandan Busah Segar (TBS) Sawit dan inklusi petani dalam rantai pasok bahan baku biodiesel,” kata Darto, dalam keterangannya kepada InfoSAWIT, belum lama ini.
Lebih lanjut catat Darto, dari pemantauan petani SPKS, belum ada BU BBN yang bermitra langsung dengan petani sawit untuk pengadaan bahan baku, sehingga apa yang ditargetkan pemerintah untuk kenaikan dan stabilitas harga TBS di petani swadaya sesungguhnya tidak terjadi.
“Saat ini petani masih menjual ke tengkulak dengan harga yang rendah. Pengadaan bahan baku untuk biodiesel tetap dikuasai oleh perusahaan dari kebun sawit mereka atau dari pihak ketiga. Lagi-lagi yang untung itu grup perusahaan sawit yang lakukan integrasi vertical dengan BU BBN,” tandas Darto.
