Harga Minyak Mulai Memanas, CPO Ikut Melejit Pekan Ini

Harga minyak kelapa sawit (crude palm oil/CPO) acuan pada pekan ini terpantau bergairah, di tengah positifnya harga minyak mentah dunia. Sepanjang pekan ini, harga CPO di bursa Malaysia untuk kontrak Mei 2023 melonjak 1,72% secara point-to-point (ptp). Namun pada perdagangan Jumat (26/2/2023), harga CPO melemah 0,78% ke posisi RM 4.202/ton.

Positifnya harga CPO pada pekan ini terjadi seiring dengan kenaikan harga minyak saingannya. Minyak nabati dari Argentina produksinya di khawatirkan bakal menyusut pasca dilanda kekeringan. Bukan tanpa alasan, Argentina merupakan produsen utama minyak nabati dunia. Dari saingannya yang lain yakni harga minyak dunia, di mana pada pekan ini cenderung positif, di tengah ekspektasi pemotongan besar produksi minyak Rusia bulan depan.

Minyak kelapa sawit dipengaruhi oleh pergerakan harga minyak terkait karena mereka bersaing untuk mendapat bagian di pasar minyak nabati global. “Harga CPO diperdagangkan lebih tinggi, menunjukkan ketahanan setelah dilanda aksi ambil untung di sesi sebelumnya,”kata Sathia Varqa, salah satu pendiri Palm Oil Analytics yang berbasis di Singapura.

Selain itu, kekuatan harga CPO akhir-akhir ini terjadi di tengah kekhawatiran pelaku pasar terkait ketatnya pasokan dari produsen utama Indonesia dan prospek produksi Malaysia yang lebih lemah. Indonesia sendiri menerapkan kebijakan kebijakan domestic market obligation (DMO) oleh pemerintah Indonesia bagi para eksportir resmi ditingkatkan menjadi 50%. Ini diterapkan untuk menjaga stok minyak goreng jelang puasa hingga hari raya Idul Fitri tahun ini.

Sentimen lain juga datang dari Malaysia. Berdasarkan surat edaran pada situs Dewan Minyak Sawit Malaysia pada Rabu lalu, memutuskan untuk mempertahankan pajak ekspor bulan Maret untuk minyak sawit mentah sebesar 8% dan menurunkan harga referensi. Struktur pajak ekspor mulai dari 3% untuk minyak sawit mentah dalam kisaran MYR 2.250 hingga MYR 2.400 per ton. Tarif pajak maksimum ditetapkan sebesar 8% ketika harga melebihi MYR 3.450 per ton. Di lain sisi, positifnya harga CPO pada pekan ini terjadi di tengah upaya Indonesia untuk menjaga sawit dari diskriminasi. Deputi Bidang Koordinasi Investasi dan Pertambangan Kementerian Koordinator Bidang Kemaritiman dan Investasi (Kemenko Marves) Septian Hario Seto mengatakan, Pemerintah Indonesia akan menggugat Uni Eropa di Organisasi Perdagangan Dunia (WTO) terkait minyak sawit (Crude Palm Oil/ CPO). Dia menyebut, dua gugatan kepada Uni Eropa yang akan segera dilayangkan ke WTO. “Di Sawit, juga kita masukkan ada dua gugatan baru (ke WTO),” ungkapnya dalam acara “Energy & Mining Outlook 2023” CNBC Indonesia, Kamis (23/02/2023) lalu. Namun sayangnya, Seto enggan menjelaskan lebih lanjut alasan gugatan ke pihak Uni Eropa tersebut. “Ada lah, yang jelas akan kita masukkan dua gugatan segera,” ucapnya.
